Sandwitching feedback would be an option when only written comminication is possible but verbally that would not be my choice.
I rather provide the message unfiltered first, pauze for dramatic effect, then soften the blow.
Descreetly so nobody loses face and i get the cooperation i need.

Pay me accordingly or I’ll work somewhere else. Im Currently a licensed engineer that is underpaid for 12 years experience but my boss refuses raises. Sadly im in a niche corner of engineering so I’ve been unhirable after years of applying. Sucks im doomed in this field to never surpass $100k😢😢

Unless you actually prepare to go work elsewhere, your words carry no weight.
You know you can’t leave just like that, your boss knows that too.
So take steps and make a little noise about your development, so it’s clear you will leave if nothing changes.
The bright side of working in a niche space is that finding replacement will be more difficult and costly than just giving you your raise. Good luck!

Sandwich technique is out-dated idiocy meant to cushion the blow. Communicate the need for improvement of what the employee is expected to deliver. Criticize not the person, but their product, and illustrate with evidence precisely how that product currently falls short of the expected standard.

I had a manager who did the question thing 90% of the time when talking, and it did work for a couple of years but it eventually started feeling manipulative and I could never figure out what she wanted and I got frustrated and angry and avoided talking to her because I didn’t want to deal with the questions all the time. Eventually she realized I was doing this and started getting angry that I wouldn’t talk to her.
