Windows 10 already has it, but in the different form, in Xbox game bar there is a capture tool (press win + G)

The Xbox Game Bar will not record your Desktop or File Explorer. I only works with videos games.

There is no current built-in Screen Recorder for Windows 10.

@CNET I rechecked, I agree about the lack of desktop and explorer recording, but disagree about only games, the browser window and other apps are recorded just fine
