Heat can be shoved around, but eventually it has to be dissipated to the environment. Air has the worst thermal capacity and heat transfer. Water is cheap and efficient, but just needs to be clean fresh water, so it converts to water vapor in cooling towers, without residual bacterial growth or mineral deposits. But making a claim of waterfree datacenter is a scam.
