      Probably not. Whoever did it will want to keep it all for themselves. Also, Russia and China are not really friends.

    This could be an inside job. Top level IT systems of US government don’t get compromised like this. It was too easy. No manner how secure your computer and network system are – it is always vulnerable to an attack when and inside mole is working with an external enemy to compromise the system.
