The OBT is not operated by the US Air Force, it’s operated by the United States Space Force.
It was developed by the Air Force under its Space Command but now Space Command’ has been broken out as it’s own force.

I believe it really is an experiment platform for the most part; but is a mult-function craft. Military has a vested interest in long-term satellites. This would permit the government to test components in space. The ISS is a good place for chemistry experiments, but sensitive things can’t be flown there. This would give them a good platform for that as well. It’s also been speculated that it can observe and even return small sats.

It’s hard to guess what experiments the military needs to be done in microgravity. Certainly there are more things happening than simply running tests that can be brought back to earth story. The clue is the length of time it stays up there, why it is staying up there longer and longer. I wondered…

If NASA still has Atlas rockets why have we been paying the Russians to get our people back and fourth from the ISS?

John Salazar probably budget cuts make it hard to re-create a capsule for an Atlas rocket and plus i think Atlas is made by Northman Grumman or Lockheed Martin, these companies don’t work in the human space flight industry.
