But the he problem he missed is that battery materials are not evenly distributed across countries that we do and do not have FTA’s with. If the best source of battery materials are non-FTA countries then the bill is ineffective.

The idea of the bill is to drive investments in the US to make batteries and source their materials here (or FTA countries). The bill is effective if it drives investments to North America. That’s the whole point of those provisions.

@Jean-Pierre White You are misunderstanding my point. I do not doubt the intent, only the practicality. I want more investment in the US and FTA countries, but lawmakers have a habit of using targets which are not achievable.

The credits are completely unnecessary because there is furious demand without them. Tesla is going gangbusters and you haven’t been able to get a tax credit on one of those in years. A $2500 or so credit on used cars might be fine if the buyer is below a certain income.

Those income limits make this whole thing moot. What family making less than 150K is going to buy a 60-80K car? Plus the battery sourcing requirements will double kill this thing.

You mischaracterized the first tax credit scheme. It was designed to help AUTOMAKERS transition to EVs. That’s why it had limits for manufacturers. Tesla, GM, and Toyota each had the full advantage of 1.5 Billion Dollars of government subsidies to help sell their cars. Plus they also got $3750 subsidy to buyers for the 6 months that followed the 200,000th sale for each. The credits were not supposed to be forever govt. sponsored discounts forever of as rewards for selling EVs.

I am getting an electric mini cooper and I’m glad I already have a deposit on it so the tax credit can still apply. I am curious if I’ll be able to get the benifit of getting the price discounted at time of purchase but it’s not a huge deal if I don’t because I’d rather get the credit than not.

You told me all I want to know. It’s not refundable so it locks out lower income buyers. The guy who makes $40,000 per year pays more for the same car than the guy who makes $100,000 per year.
