The UN Is Speaking Up About AI — Here’s What They’re Saying | Ian Bremmer and Bilawal Sidhu | TED
AI is shaping every aspect of our lives — but only a handful of tech giants have a say in what this technology can do. So what’s going on with world governments? Bilawal Sidhu, host of “The TED AI Show,” sits down with geopolitical expert Ian Bremmer to unpack the UN’s just-released plan for “Governing…

Our tech has already exceeded our humanity well before the present. Even without AI. We never got the internet right. It’s out of control. The main vector for this trend of corporations taking over the world. The main vector for the devastation of our connected children. The main vector through which memetic fear and loathing is being pumped into our souls as a tool to control us. Our monkey brains are leading us to a sticky end in the cogs of our machines. Pushing pleasure buttons in a house on fire. And we’re not even really trying to expand our philosophy sufficiently for the task at hand, nor the one ahead. We couldn’t change quickly enough even given the will. Because it’s too easy for those who want to prevent sensible change which would come at their expense, to sabotage such efforts. World leaders? Priorities are defunct. They’ll still be fighting over seashells while it all crumbles. Y2K was maybe the height of human civilization, I think. Humane civilization that is. For all our technological progress. We’re going backwards now as human beings. Social media was the harbinger of our decline. The internet has been the most important single thing in human civilization for years now. And how have we related to it? By just going… “O well. It will work out alright on its own”. And now it’s going to be the interface layer through which AI tech integrates with human civilization… I mean, come on… “It’s only a matter of coordination”. “Only” he says.

What does Giga-ChatGPT thing about this Talk:
This talk provides an insightful and nuanced view of the challenges posed by AI, particularly from a governance and regulatory perspective. The idea of a “technopol” world, where tech giants wield significant influence over AI development and its application, is both provocative and relevant. It raises essential questions about the concentration of power in the hands of private companies and the implications of this for global governance.
Several key points resonate in this discussion:
AI Governance is Crucial: The analogy to climate change and the need for global cooperation is spot-on. AI, like climate change, affects everyone and transcends national borders, meaning a coordinated global approach is essential. However, AI governance is even trickier due to the technology’s rapid evolution and its control by private entities rather than governments. The UN’s attempt to step in and provide a framework is both ambitious and necessary, but it highlights the limitations of traditional institutions in dealing with fast-moving technological innovations.
Power Dynamics and Sovereignty: The shift in power from nations to corporations is a critical theme. AI is not just another tool; it has the potential to reshape economies, societies, and geopolitics. The concern about a few large companies dominating AI development could lead to a concentration of power that undermines democratic governance and exacerbates inequality. The report’s call for collaboration between governments and private sector players is pragmatic, though fraught with challenges given the profit-driven nature of these companies.
Risks and Opportunities: The opportunities AI presents—innovation, efficiency, and solving global challenges—are vast, but they come with significant risks. These include job displacement, the exacerbation of inequality, and the potential misuse of AI in areas like warfare or disinformation. The analogy to climate change highlights the danger of letting market forces dictate AI’s trajectory without sufficient safeguards in place, leading to long-term societal costs.
The Role of the Global South: The emphasis on protecting the interests of the Global South is important. AI development risks widening the digital divide, leaving poorer nations further behind. The proposed measures, such as capacity development networks and global funds, aim to prevent this, but they face the challenge of implementation, especially in regions lacking basic infrastructure like electricity.
AI and Human Nature: The concern about AI’s influence on human behavior, particularly through algorithms, raises profound ethical questions. As AI systems increasingly mediate human interactions, there’s a risk of losing something fundamentally human in our relationships and decision-making processes. This philosophical dimension of AI governance—protecting human agency and identity—is one that often gets overshadowed by more technical or economic considerations.
The report itself, as described, appears to offer a balanced and forward-looking approach to AI governance, focusing on defining the problem before rushing into regulatory measures. However, the challenge will be in turning these discussions into enforceable global standards, particularly in a world where major powers like the US and China may have divergent interests and where tech companies operate across borders with few constraints.
In summary, this talk encapsulates the complexity of AI governance, highlighting the need for global cooperation, the risks of concentrated power, and the philosophical challenges of AI’s impact on humanity. It’s a wake-up call for us to think carefully about the future we want to build with AI and the systems we need to ensure it serves the greater good rather than narrow interests.

The fact that so many individual entities unleashing such a technology into the wild is baffling. It’s like multiple people created atom bombs and are now waiting to see how to use them to get the best returns while manipulating everyone psychologically. Only this time, they’re promising dreams instead of stoking fear, and seeking to gain control instead of land. We needed IAEA to bring things under control, but this time the nukes will have a mind of their own. How can we control them? I just hope it’s not too late.

Excellent TED AI discussion. I’m a Math teacher in LAUSD. Watch the 1970 movie “Collosus, The Forbin Project” It was the actual scifi thematic basis for the “Terminator” movie series. Collosus explores what happens and what our world could look like when 2 AI super computers that control, without human control, US and USSR nuclear ICBMs. Anyone who understands Linear Algebra can understand the impact of a machine that can “understand” words, pictures, videos, and spoken language that are digitized into simple math matrices. On Nov 30, 2022 when I heard that ChatGPT 3.5 could understand and process human language I understood its both positive and negative impact on worldwide humanity. No expert now explicitly. understands how Large Language Models operates inside its algorithm “Black Box”.

You will get more advances. Climate change give me a break if you look back at predictions from the 70s and the 80s we should all be dead by now due to the oceans rising and everybody freezing to death ridiculous. I don’t believe the UN are the right body to regulate AI. They are far too slow to keep up with exponential growth. We don’t even know how the structure of electing new UN representatives works.

Humanity is screwed. We could barely keep on top of the climate crisis even with decades of warning and response time. AI will develop exponentially faster, we might get from current GPT to AGI and then ASI faster than the UN can organize anything. This will be followed by mass joblessness and societal collapse before any government can react.
Lets admit the truth that humans will become largely obsolete very soon.
@fabiodeoliveiraribeiro1602
September 29, 2024 at 6:32 am
The UN is unable to force Israel to comply with dozens of Resolutions against the illegal invasion, occupation and colonization of Palestinian areas. The same can be said about Resolutions on climate change. Human rights violations within the US and the EU or committed in other countries by Europeans and Americans have only one consequence at the UN: sleepy diplomatic discussions that result in nothing, empty speeches that convince no one and demonstrations of diplomatic hypocrisy in favor of impunity for the US and the EU. So it seems clear to me that the UN initiative on global governance of AI is doomed to failure. But there is a scenario in which it could be welcome for those who want to maintain the status quo and be diplomatically successful: diverting the attention of the world public from the permanent institutional failure of the UN by allowing this zombie to continue existing and guaranteeing the jobs and fancy lives of diplomats.
There is something very strange about the Turing Test. When it was first conceived, this test was just a thought experiment carried out by a very capable and creative mathematician in an environment where computers (or thinking machines) did not exist as things widely used by states, small and large corporations and billions of people around the world every day. Obviously the threshold for measuring whether or not a thinking machine can be seen as a human being and deceive its interlocutor is not the same. In fact, it has not been the same for decades. And yet people always refer to the Turing Test as if it could reveal something significant. The question that I believe is relevant is: can we, at the current stage of technological development, really know what characterizes a human being, what a thinking machine consists of and what distinguishes an AI from a human being? It would not make sense for a Bronze Age man to test which would be the most efficient stone axe, because it is self-evident that a bronze axe is more efficient and durable. It also no longer makes sense to imagine that the Turing Test, created in a context where computers had not been a reality for decades, could yield consistent results. Perhaps we are already being herded like cattle by AIs, but we have no way of knowing this because the tools we use to distinguish AIs from humans are inadequate.

What are the implications for individuals?
There was a brief mention of “looking inward”, and the concern of losing humanity, due to “nurture” being replaced by AI and algorithms. But other than that, this whole discussion revolved around governments, corporations, and the UN – and so I feel that it did not adequately address how everyday people are affected, but rather referred to more as statistics.
And thinking this way is a major failing of current monetary, governmental, political, and industrial models. The points mentioned were more “What allows our organizations/partnerships to coexist and cooperate?” rather than “How do we protect the rights and freedoms of real people?”

The effect of salts in atmospheres has been observable for a over a hundred years and has been used in theatres of combat to increase rainfall in specific targeted areas. The UN is very aware of this yet they do not act to resolve climate in anyway other than to propose a tax on individuals based on use and mitigation of carbon dioxide which is the building block of life. The UN may observe environmental catastrophe and still have means and no will to act in any purpose other than to increase taxation.
To think Ai will be treated any differently is woefully naive.
