David Sacks, co-chair of the President’s Council of Advisors on Science & Technology, says Anthropic and OpenAI should slow development of their most advanced AI models if they believe the technology poses serious risks, but argues they don’t need new regulation to do it. He pushes back against calls for antitrust exemptions and a broader regulatory framework, saying today’s frontier AI labs are setting the frontier themselves and do not need “anyone else’s permission.” He also underlines that any approach must account for competition with China, which is unlikely to join a global agreement to slow down AI development. He speaks to Bloomberg’s Ed Ludlow.

    Sachs should understand that a frontier lab CEO can’t slow down individually or they’ll literally get kicked out of their own company bei their boards and shareholders. They need a third party ensuring that all of them slow down simultaneously in order to not get fired.

    The companies should obviously voluntarily prioritize safety, but I would point out that history shows that “just sue them afterward” was not enough to get systematic premarket safety testing for drugs. It took catastrophes involving deaths and thousands of birth defects before that was implemented.

    最近两家最强的美国 AI 公司(做 Claude 的 Anthropic、做 ChatGPT 的 OpenAI)出来说:
    **“我们的模型太猛了,再往前冲可能有危险,大家一起慢一点。”**

    听起来像做好人。

    但他们同时想要的是:
    政府帮忙定规矩、让几家大公司可以一起商量怎么慢、甚至少受反垄断管——意思有点像:**“我们减速可以,但得按我们喜欢的方式减速,别人也别乱追。”**

    David Sacks 是白宫那边管科技的人,他听完就说:

    **你们要慢,自己慢就行了。**
    又没人拿枪逼你们下周必须发更强的模型。
    觉得危险,就晚发、少发、先把安全做好。这是你们自己能决定的事。

    他真正不爽的是后面那半句:

    Instead of “hallucination”, Ken Ford suggests the word “confabulation” whenever AI confidently insists their bad answer is correct.
    Similarly, I think we need to stop using “competition” when it comes to AI and China. Their models are open source.. anyone can download , modify, and run locally, so what exactly does it mean to compete with them? I think instead we should use the word “adoption”. We are in a race with ourselves.. the countries that best leverage AI to increase productivity or come up with novel drugs are going to “win”.

    At the moment, China seems to fully embrace AI/robotics.. the only reason they can’t progress faster is that they are resource-limited (GPUs). Eventually however, they will get semiconductor manufacturing perfected and be equal then better to ASML+TSMC. Meanwhile, the US will fumble in its adoption, data-center construction etc.

    David Sacks doing his best to appear in favour of slowing down AI progress though regulation, yet all his suggestions are so riddled with caveats and holes that he really just wants window dressing.

    As a huge investor in AI he has one instinct that that’s for the accelerator pedal stays firmly on the floor.

    I agree with most of what he says except the part “China will take advantage if we stop or pause”. This stop and pause or continue is 100 percent America domain and policies. China does not care and it not related. They will continue their current pace, whatever USA does. They been doing that for the last 10 years on AI progress. Also, Only USA is branding this as a “AI RACE”. China is no interested in a race and they will not join it. China believes in progress….that is it.

If a single AI-caused casualty happens, governments will shut down their AI business operations immediately.     Finally someone talking sense and real problem. AI models are intelligent but that huggingface story had lot of nuances and details missing. AI was assigned some task with universal access and data file was injected so they acted by trying all possible cases. What part is magic. They hypothetical scenario Dario mentioned if imagine agent will be assigned to install software in multiple companies, am like one agent will be given the server access of every company? You sounded high and come up with all these hypothetical scenarios we only heard from Elon earlier. Technology is really good but don’t add the black magic to it to fool the people you loose credibility gradually.

    Regulating AI would be very difficult for a competent government. The Trump Administration would stand no chance of being effective, so this is probably the best hope. Not great, but better than pretending to regulate. Still a high chance of a catastrophic fail forcing a response or LLM’s proving to be economically unviable. However David Sachs shows his glib ignorance with the hoax comment. Tech Bros in politics is not going to end well.

    Alright: if I may defend the Godfather Bernie Sanders, I highly doubt his bill says, “put AI developers in prison for 20 years”, but something more along the lines of, “put people developing AI outside of federal guardrails in prison for 20 years” which is absolutely going to be a real thing. I work in AI and at some point regulations will come.

    Nr 1: this is not a regular product, being liable after the world has ended is not an incentive for safety.

    Nr 2: game theory wise, regulation is needed for the optimal outcome. Saying slow down if you want to slow down is beyond stupid. This is basically the prisoners dilemma 101
