I think that if TikTok is willing to find a way to offer a percentage of their revenue, they should be able to keep ownership of their algorithm and allow the US to have their own algorithm and App under TikTok.

If TikTok were run and managed entirely by Americans, it wouldn’t really be TikTok anymore—and it would likely fail. ByteDance’s involvement is what allows it to grow and stay true to what makes TikTok unique.
