10% cap will never happen because it will dry up the credit- those who are in debt should try to refinance using either family/friend money or peer-to-peer platform like Prosper. Finally, please budget and spend responsibly. Today I saw a couple upgrading their car in the dealership and they just bought the car last year! Financing is never free…I could see the smile on the salesman…
